Purpose and legislative framework

The purpose of the creation of the e-Health Law N. 59(I)/2019 is the institutionalization of the framework for the use of eHealth for disease prevention, health promotion and the effective and safe provision of health services to citizens through the establishment of a National eHealth Authority, the implementation of the institution of the Electronic Health Record, the regulation of the storage and use of biomedical information and telemedicine.

The ultimate goal is to provide universal service to the citizen, to increase the quality of medical care, to reduce costs, and to take a patient-centred approach to care. The most revolutionary aspect of this approach is the orientation towards health instead of disease.

The adoption of the European Union’s new eHealth Action Plan (eHealth) aims to raise awareness among Member States and ordinary citizens of the potential of new information and telecommunications technologies to address issues related to health and well-being of citizens in general.
